This is usually an issue with the connection of the users Amazon MWS account.
First, search the email address in scratchy then attempt to pull any report and you will see the following error:
Launch scratchpad choose Subscription>List Subscriptions
Copy Merchant ID from Scratchy and paste it in the SellerID field
Copy MWS Auth token from Scratchy and paste into MWS Auth token field in Scratch pad
MarketplaceID will always be ATVPDKIKX0DER
AWS Access keyID and Secret Key should be autofilled from LastPass
Click submit
Take a screenshot of the error using Skitch (or similar program) and use the blur tool to blur out the AWS Access keyID and Secret Key.
Use Macro titled:
Scratchpad error "We cannot process this request because your account is still being setup or there is an issue with the account" and include the screen shot from Scratchpad.
