This can be caused by several things.
Duplicate ASINs in batch but having one without a condition will generate this, but this should be fixed soon to prevent this from happening.
Binding the account to Amazon can fix this sometimes.
Primary ship from address needs to be selected for the batch so check that there is one created on the Settings>Shipping Information and has been selected as primary.
Check any item that may be generating this by using the Add a Product tool since it is also caused by items that are slow sellers. Once added to a shipping plan the user has to accept that they will get charged storage fee for this item potentially since it is a slow seller (see PD-2918 for information).
